/dev/ttypn ownership

Hi,

I noticed that the ownership for /dev/ttypn doesn't return to root
immediately after a user logs out. When another user logs in, using
the same /dev/ttypn, s/he will get a '/dev/ttypn: Permission denied'
message when trying to run something like xxgdb (the /dev/ttypn file
is still owned by the last user). We are running OSF/1 3.2 on Digital
3000/300, 400, and VXT 2000. Thanks for your input.
