modem on /dev/tty00 ?

Hi!

My system, DEC Alpha 3000/300, OSF/1, V3.0. I want to connect
a modem to /dev/tty00. Here is some info:
------------- using 'ls -l /dev/tty00' --------
crw--w--w- 1 root users 24, 2 Oct 27 16:34 /dev/tty00
------------ /etc/inittab --------------
tty00:23:respawn:/usr/sbin/getty tty00 M9600 vt100
---------------------------------------

But, I got the error info from console:

getty: cannot assign controlling tty: errno = 1
----------

And when I dial in, I just got 'connected', No login prompt.

So, any ideas? Are there any security setting for tty00? Where?
/etc/ttys? if so, what should it be?
