Last week I asked:

Thanks for the answers from this list. But most answers referred to
modem connections
and I was refering to a direct cabled serial connection without
a modem. The problem was solved after I finally contacted an
expert at the CSC. Unless there is a blank line separating each entry
in the /etc/gettydefs file, it will not work. Once this was corrected,
I was able to connect at 38,400 with no problem.
