Worlds most common problem: too many users

I upgraded a 250-4/266 from OSF/1 V3.2A to V3.2C (using installupdate)
and then to OSF/1 V3.2D-1 (using patch install). At the same time, I
installed a ZLXp-L1 graphics card, and installed Open3D V3.0. I also
installed CDE from the same layered products library.

Now, when I attempt to login via the CDE window it says "too many
users". When I rlogin, it's fine. Only root can login on the display.

Since we have a campus-wide license for unrestricted users, I repeated
the magic incantation that has always worked in the past..


        /usr/sbin/lmf load 100 OSF-USR
        /usr/sbin/lmf reset

to which my system responds.

I've also checked that we have valid Open3D licenses (we do).

Since I changed ~10 things at the same time, it's not clear to me what
is causing the problem.
