SUMMARY: too many users under OSF/1 V3.2D-1

Thanks to alan_at_nabeth.cso.dec.com for the suggestion...

        See if reverting xdm instead of CDE changes things. I
        saw mention here, comp.unix.osf.osf1 or one of our
        internal VAXnotes conferences that CDE is broken in
        V3.2D.

and this was precisely the fix. Running XDM, everything works.
