System slowness

Hi

I am running OSF1 3.2a on a DEC7000 with 512MB of memory and one CPU. We
have about 20,000 user accounts. Recently, the system is very slow with a
lot of ipopd processes owned by root. I used the 'ps aux | head -20' to
check and notice that the kernel size is very big. And there is some
errors in the kern.log file also.

My questions are :

1. How do I check what is the cause of the system slowness ? I have
used top, ps, vmstat, iostat to check but only notice that the system is
loaded with many processes ?

2. How do I reduce the size of the kernel ?
