You'll need the OSF-DEV license (about =A3400 for a DEC3000).
It's not a graphical debugger, BTW, it's just a better version
of DBX which knows about stuff like C++. You need to buy
FUSE (mega-bucks) if you want a real graphical debugger.

DECLADEBUG is not a graphical debugger , it's a command line debugger which can be used if you
have the C-developers or F77 license on line (I think)

The graphical interface for DECLADEBUG is on the DEC FUSE which needs an extra LMF sheet
in order to use.

The Digital Ladebug Debugger (name changed recently) is not by itself a graphical
debugger. In fact, the version which comes with 3.2C (3.0-16) does not include a
GUI. You need a newer version, which is available from the support center(s).
Or, you can get it when Digital UNIX 4.0 ships (almost immediately). As you
currently have it, the GUI costs extra (with DEC FUSE) and it requires the
OSF-DEV license (same license as the C compiler and dbx). The next release
(4.0-20) is part of the base system, also requires the OSF-DEV license, but
includes the GUI for free.

decladebug is not a graphical debugger. It is a debugger which
supports multiple languages. You need it when you use C++. (dbx
does not support C++) There is a graphical interface through DEC Fuse
available.

One problem I have with decladebug is with core files of
multithreaded C++ applications. It is very hard and often impossible
to get the information out of the core. What I heard from DEC
engineering is that there will be some improvements in the future.
