[Q] elm and the timezone

I think this is really a problem with elm, but just in case its really DU,
I'll post a query here, and see if anyone else is having this problem.

It is now 1/5/96 here and elm has started putting a strange timezone on the
dates of sent messages:

Date: Wed, 1 May 1996 11:45:41 +3600 (NZST)

whereas Mail does the right thing:

Date: Wed, 1 May 1996 11:38:53 +1200 (NZST)

This is happening on two machines. The first is running DU 3.2a and has the
leap year patch installed, and the second is running DU 3.2d-1 and has not
had the patch applied.
