No permission to su root

Hello,

It looks like the default condition after installing OSF is that it does
not allow a regular user to su root. We have several workstations (DEC
3000) running both OSF 2.0 and 3.2b and we just noticed this is the
case. How or what do we modify to allow a regular user to su to root?
