Most responses indicated the likely source for the problem was the
keyboard plug being disconnected at some point. Just like on a
PC, this will require the system to be re-initialized in order to
recognize the keyboard.
Tom Rioux had a similar problem which was caused by his attempts
to re-start the console when users had been idle for too long.
This did not apply to our situation.
Richard Jackson suggested that I attempt to obtain the
/sys/BINARY/pcxal.o patch. I tried this, but Digital support
could not find reference to such a patch for DU 3.2D-1.
No-one had a means of getting the OS to recognize the keyboard
without rebooting.
