appended at the end. In brief, here are the answers to my questions:
1. Does anyone know what these files are used for?
Here is Winfried Huber's answer:
Don't care of the /proc directory. These are no real files. These
pseudo files are used to access the address space of the running
processes, e.g. for a debugger. Every process in your machine has an
entry in /proc. So you don't have a problem here.
2. How important they are?
They are not important in the vdump procedure since they are only
images of running processes. They should never be backed-up of
restored.
3. What I can do to fix it?
Since it is a bug in vdump, there is a patch available. Here is Louis
Bouchard's response:
There is a patch for that (BTW, /proc is not a regular File System but
a hook to be able to debug processes). For version 3.2D-1 of DU, it
is OSF360-013. There should be equivalent patches for older versions.

4. Is my dump still good?
Since these files should never be backed up, these failures are of no
importance. My dumps are still good. Applying the patch would allow
vdump to bypass this fake filesystem therefore eliminating the errors.
