Netscape server problem

Hello managers,

   I am running Netscape's communications server under Digital Unix
3.2c. My problem is that when I try to run the server from port 80 as
httpd I can't get documents served from the users spaces
(~username/index.html). This was something that was working fine before
I swapped boot disks in the system.
  It seems that a lot of the setuid programs were not copied over
correctly when I swapped boot drives. I called Digital and they helped
me correct those problems.
  Has anyone else had this problem? I tried installing another copy of
netscape's server in a different directory with no luck. That's why I
think it's something with the OS.
  If I run the server as root it works fine, but running as httpd I get:

Forbidden

Your client is not allowed to access the requested object.

The logs verify that it's a permission problem.
