Cannot open console

Dear Managers:

I have a probelm that may be simple to solve.

For sometime now, users (other than root) cannot use xtermal that
connected to our DEC 2000 alpha machine. When you logon,
session manager appears all right but console log windows
has a message says cannot open console. No applications can be
opened. We are still in OSF/1 version 2.

Any help is greatly appreciated.
