tty00 and tty01

     DU Managers,
     
     I want to setup a modem on 2100 Digital UNIX running 3.2G. While doing
     that, I noticed that I don't have /dev/tty00 and tty01. I have tty,
     ttyp* and ttyq*. I tried to MAKEDEV tty00/tty01 with no luck. Am I
     missing something? How do I create tty00 and tty01.
     I will appreciate any feedback on setting up modem or tty00 and tty01
     device creation.
