[Summary] Correct way to have a no shell account

Thanks to all who sent me answers to this.
It appears the solution is as follows:

   In the password file, change the user's shell to /bin/true. The
/bin/true command returns a 0 (zero) exit value. The effect is that the
user authenticates and then is exited from the system if they try to log in.
   In order to allow this user to use ftp on the system, you will need to
enter /bin/true as a valid shell in the /etc/shells file.
