keyboard layout problem.

I've just purchased a Digital AlphaStation 2/100 machine with Digital Unix
3.2 installed. It has a Digital branded 104 key keyboard (MS-W*ndows
style) whose layout seems to want to follow the layout I've become
familiar Sun workstations as having, in that ctrl/caps lock are swapped,
but additionally:

the | key sends ^_at_, Esc generates Num Lock, and Num Lock (and a few
others) generate /. | acts as it should in X, but I would rather avoid X
when not requiring the use of a specific management tool, as this will be
a remotely located machine.

The keyboard is registering as a PCXAL Language English (American) both at
the firmware prompt (where all keys work as they should, oddly enough),
and by Digital Unix at boot time. The digital part # of the keyboard is
PCXLA-NA (XLA is not a typo..).

I've also experimented with dxkeycaps to no avail, and it seems that it
isn't aimed at this type of issue. And, have searched dejanews, archives
of this mailing list, and had a look at the Digital Unix FAQ (which
suggested ^[ to generate an escape).

Also, suggestions on decent quality/relatively inexpensive PCI SCSI
controllers would be appreciated.. (I've have good results with
BusLogic MultiMaster cards with Linux, but it appears this isn't
supported by Digital Unix..).
