It was rather simpel, all pointed out that the shell must be in
/etc/shells
With this it works.
(As I already mentioned my Unix background is low. I checked the
man pages for ftp but overlooked it, I am still learning...)

Is the shell of user titze listed in /etc/shells file?
Isn't the user mentioned in /etc/ftpusers file?
