DU 4.0D syslog not logging networked data

I have a 4.0D box that doesn't want to log networked events. That is,
anything I send in to the syslog port gets ignored. "No remote
forwarding configured, message discarded." is what it says when I run
"syslog -d". The /etc/syslog.conf file is included below. Any ideas?
