Curiosity : accessing DNS secondary

I have a curiosity. It may apply to any Unix, not just DU (perhaps).
It concerns the time-out when accessing different nameservers.

We have here three different nameservers. A primary (1) on a local Sun, a
secondary (2) on a local Alpha (mine), and another secondary (3) on a remote
Alpha (the nameserver of our top level domain mi.cnr.it).

The resolv.conf of my machine lists them in order (2)(1)(3)
while most other clients lists them in order (1)(2)(3).

Now if the primary goes down (say it's off, or just like yesterday some
cleaner kicks the ethernet plug), the clients gets slow, it's like that they
interrogate the primary, and only when that times out they go on to the first
secondary.

  - is this time-out somewhat configurable (I'm interested in general
    solutions, or at least for DU and Solaris) on the client ?

  - or can it be configured on the nameserver ?
