4.0D upgrade - too many users logged in

Hi
        
        We just upgraded our Alpha 1000 from 3.2C to 4.0D
        We actually did a full install of 4.0D becuase we do not
        have enough disk space in /. Now when only root logs in
        we get "too many users logged in" error. We installed
        1050 units 3.2C license and still we get this error.

        Any ideas?
