Q: 3000/400 power-on failure and possible PAL problem

I just recieved a donated DEC 3000/400 that fails to power-on. It stops
early
in the POST sequence with an LED fail code of "FD".

        7 6 5 4 3 2 1 0
        * * * * * * * (*=LED lit)

Of course, this system isn't going to be under DEC service contract, so
if
anyone knows what this code means, i'd appreciate a pointer.

Also, it is concievable that this may be the result of the infamous PAL
upgrade problem (like that the donor tried to do a firmware upgrade w/o
installing the new PAL chip). I don't remember the details, nor what
the
possible outcome of a firmware update with the old PAL would be (other
than
knowing the system is hosed and needs to be "serviced". The PAL in this
boxis labelled:

        DEC93
        FX9328
        309E7

A newer PAL i've replaced in my other 3000/400 systems is:

        DEC93
        HA9539
        333E7

Any pointers greatly appreciated.
