My questions were:
1. Are there kernel parameters that affect paging and swapping?
2. Are those parameters set as a percentage of memory or as a total
amount
    of memory remaining or in use?
3. What's a good source that details all DEC kernel params and what they
do?

There are lot of parameters which affect paging directly OR indirectly.
You can read about all those parameters in Digital's System Tuning and
Performance Management manual.

Most of the digital Manuals are available online at
http://www.unix.digital.com/faqs/publications/pub_page/pubs_page.html

There are 2 ways you can set kernel parameters.
1. modifying /etc/sysconfigtab and rebooting
2. modifying kernel configuration file, rebuilding kernel and rebooting.

Both the ways are explained in the manuals.
