There are a number of utilities that apparently solve this need.
1. A SVR4 package that comes on the associated products CD, contains sar, fuser, truss, timex, fmli, svr4-printspooler etc. 
The packages are:
SVEADM410           installed  System Management Package (System V
Environment)
SVEBCP410            installed  Base Compatibility Package (System V
Environmen)
SVEDEV410            installed  Development Tools Package (System V
Environment)
SVEENV410            installed  Environment Setup files (System V
Environment)  
SVEMAN410            installed  Man Pages Package (System V Environment)
SVEPRINT410         Print Package (System V Environment)    
2. A number of people recommended trace 1.25. The source for this is readily available from ftp sites. (
http://www.digital.com/misc/pub-domain-osf1.txt.html.)  This may also be called alpha-trace.
3. strace (apparently not the streams trace package I have on my system) is available from ftp sites (strace-3.1.0.1-du.tgz)
4. Lars Bro has written one as an exercise. Contact him if you would like to discuss it.
5. sctrace was suggested, as being installed as part of the base UNIX, but it is not on my system.
