not-ROOT CDROM mounting & lpc

Dear Managers,
I'm sorry to bother you with a very simple
(and I know) easy question.

How can I allow the users to mount their own CDROM without
root action ?

When a user does
        mount -t cdfs -r -o nodefperm -o noversion /dev/rz4c /cdrom
the answer is :
        /dev/rz4c on /cdrom: Not owner
I tried to
        chmod 777 /dev/rz4* and
        chmod 777 /dev/rrz4*
but I did'nt succeded. Of course I also made
        chmod 777 /cdrom


The same for lpc: how can allow simple users to manage queues
without asking root ?
