Unfortunately, I don't think that you can.  The VMS version is supposed
to have a limited CLI but that is unsupported.
We eneded up convincing our management that we needed a little PC laptop
for our machine room to handle:
1. DRAS Config
2. DECserver Config -- the free Access Server Manager is nice.
3. TL810 diagnostics software
4. A 'smart' terminal for use with HS* and our 8400 when config work
   needs to be done.
5. Roaming IS trouble shooting.
I'm also thinking about trying to convince them to pull an old 486
out of inventory for use in the computer room to run:
1. DRAS Config
2. DECserver Config
3. StorageWorks Console -- once the new version comes out, to keep an 
   eye on our HSZ, HZJ, and SWXCR controllers
4. Something like WhatsUp Gold to monitor our systems and services.

I've decided to not use Digital's DRAS server.  Instead I'm evaluating 
the Merit RADIUS sever.
