Tripwire and directories modified after boot (DUNIX 4.0D)

I'm having problems configuring Tripwire 1.2 (patch 2)
under DUNIX 4.0D to ignore directories modified during
system boots but still log modifications to directory
        contents: /etc for example.

Looking at configurations for OSF/1 3.2, I see that some
        have included entries like:

                /etc R-2
                =/etc L

which would seem to mean treat all files under /etc as
read-only (ignore sig 2) but treat the directory file /etc
as a log file (may be modified). Regardless as to how
I order the entries, the =/etc seems to be ignored and
/etc is logged as modified after reboots.

Is what I am trying to do undoable with Tripwire?
