Minimum Password length without ENHANCED

Dear Sir/Madam,
We are using Digital UNIX 4.0 with ENHANCED security.
Recently we came to know that users' password more then
8 characters are not taken by the system. We would like
to set maximum to 16, that mean system will check the
password upto 16 characters for password.
for your kind information we are using QPOP, RADIUSD where
/etc/passwd is concern.
