Original question was .....
Our HP Designjet 650C plotter suddenly stopped
responding with the message WAITING TO COME UP.
The problem was with the network card and IP address,
the same IP address was assigned to one of our PC.
I have assigned new IP address to the plotter
and everything is ok.
