How much swapping means buy more memory?

We are running DU4.0B and swapping is set to overcommitment mode.
Swap partition /dev/rz32b:
    Allocated space: 91335 pages (713MB)
    In-use space: 34356 pages ( 37%)
    Free space: 56979 pages ( 62%)

Swap partition /dev/rz19b:
    Allocated space: 207561 pages (1621MB)
    In-use space: 34819 pages ( 16%)
    Free space: 172742 pages ( 83%)


Total swap allocation:
    Allocated space: 298896 pages (2335MB)
    In-use space: 69175 pages ( 23%)
    Available space: 229721 pages ( 76%)

Swapping is occuring but at what point do you consider it is impacting
performance significantly to justify buying more memory?
