Error "ping: socket: Permission denied"

Hello,

Lately ping has stopped working on one of our Digital Unix 4.0
systems, giving the following error message:

    # ping blizzard
    ping: socket: Permission denied

The error occurs regardless of which machine is pinged, or which user
runs ping (normal user or root). Pinging the problematic machine from
elsewhere works normally, as does ping from our other
similarly-configured machines. The problem was not fixed by
rebooting.

Any ideas?
