Once again, Dr. Thomas Blinn comes through!
This message was coming out of the rpc.cmsd (CDE Calendar server). I
disabled the file in inetd.conf and the message went away!

On a system with V4.0E installed, I tried this command (as root):
find / /usr -mount -type f -exec grep "unable to register" {} /dev/null \;
this was found:
/usr/dt/bin/rpc.cmsd:rtable_main.c: unable to register(tcp)
So it's coming out of a CDE component.
It's the calendar manager service daemon, I bet someone is trying to use
the CDE calendar manager and it's not working as expected.
DESCRIPTION
The rpc.cmsd is a small database manager for appointment and resource-
scheduling data. Its primary client is dtcm a productivity tool
included with CDE. rpc.cmsd is normally invoked by inetd(8) when a
dtcm request is received.
You could disable it..
