Password changes in C2 security

Greetings...

I have recently installed C2 security on our five Digital Unix machines
(4.0c and 4.0d). Before I installed the security, they were in a NIS
configuratiion with no local users...all NIS users based on one master node.

When I did the security setup, I answered "yes" to the question
"create local profiles for NIS users" on all the nodes.


The documentation as advertised claims that if the password of a network
user is changed with passwd on one of the machines, then it should be
changed for all. However, practical experience seems to indicate
that it is necessary to change the password on all machines independently.

What did I do wrong in setting up? Or what am I doing wrong in
changing the password. This is especially irritating because whenever
root has to step in and change a password it sets up a security lock
on the person's account which must then be cleared.


If installing this system from scratch, what is the right order to do it?
Server first, clients first, doesn't matter? We have to totally reinstall
all our OS anyway so I will get the chance to do this right.
