usermod problem

Hi...

I have a problem with the usermod command. When I run usermod +
options it shows this:

     # usermod

     The password and group files are currently locked by another user.
     Please try again later.

I did shutdown the server when a usermod command was running and when the
server came back up it started to show the message
I thought that passwd.dir and passwd.pag were causing the error but I
deleted and rehashed them but it did not work.
What files are locked by the usermod command?
