anonymous FTP permissions

Hello Managers,
        I have setup an anonymous FTP site on one of my servers. I want to
allow users to upload data to an incoming directory, but once the file is
uploaded not to be able to delete the file or any other file in that location.
I have followed the ftpd man page to a "T" to setup the anonymous FTP site. It
works just fine other then the permissions for deleting the files. Seems that
you have to give full control of the directory to the anonymous user or no
control at all.
I have set the SUID bit, the SGID and the sticky bit on the permissions for the
incoming directory one at a time to no avail.
I have spoken with Compaq support on this and they say that it can't be done. I
know that SunOS UNIX has this ability so would assume that TRU64 would as well.
Has anyone out there setup there anonymous site like this.
I am running TRU64 4.0F patch kit 1 on a Digital Workstation 500au.
