alias on 4.0f

4.0F on DS-20. The users are not able to create new command aliases with
either /usr/bin/alias or the shells' built-in alias command. Existing
(built in) aliases don't appear to work either. Our other systems, all at
4.0D work properly.
A search of compaq.com turns up nothing connected to this problem.

Any suggestions?
