xmkmf and compiling window managers

Hello,

I am attempting to compile my own X window manager under Tru64 UNIX 4.0f.
The source code I have uses xmkmf... which doesn't seem to be on my
system. I vaguely recall telling the installer to add in support for X
windows development, but I can't seem to get it to work. I know at least
some of the X development stuff is present -- I have an imake and a
/usr/include/X11 directory, for example.

How do I do this? Did I not install the right package? Do I need a
license for this stuff? Do I need to download and install something?
