Thanks to Leonid. The following seems to have done the trick.
>Try this.
>Create empty file /usr/sbin/clu_install, give it execute permission and run
>setld again

Subject: setld problem
All,
I am trying to remove a subset and get the following error
# setld -d TCRCONF150
The Installation utility ./usr/sbin/clu_install does not exist.
setld: TCRCONF150, deletion declined by subset control program.
#
Any ideas on how to get around this?
Thanks
Steve Coates
