Spider Boardman suggested that I look at the u_minchosen field. It controls
the minimum length of a user-chosen password in Enhanced Security. I edited
the "default" template, added a non-zero u_minchosen field, and I can now
happily report that I can now set passwords which are not exactly 8
characters long!
