Answer:
There are two different licensing schemes involved which pertain to
different versions of the SERVER. The licensing scheme changed dramatically
with 5.5.
However, there are no licenses required on the client side. All licenses
reside on the server. (And this has always been true despite what the
documentation implied. I haven't had client side licenses since NSR 4.2.)
The old Keypaks are related to pre 5.0 NSR clients.
And in fact, the old clients are NOT capable of reporting their identity to
the server, so nobody really cares.
The new 5.5 client, however, DOES report its existance to the server.
The server then requires an enabler for that client/type.
Again, no client paks or enablers exist on the Tru64 side.
Various people still claim that the "bundled" version of NSR allows you to
backup that client to another server. This is un-true, and has never been
true. All that it allows is the NSR Single Server installation to backup
itself. Older versions entitleed you to certain "grandfathered" enablers,
if you were running the NSR server under DU, and had a support contract for
it. However, if you were running the server under NT, that grandfathering
did not apply.
