increasing max-proc-per-user at runtime

Hi,

I'm pretty sure this is not possible, however I'm asking nevertheless as I'd
really like to avoid a restart.
Is it possible to increase the max-proc-per-user kernel proc parameter at
runtime without actually restarting the server? Is there any trick?
I know one can for example do so with maxusers by using sysconfig but with
max-proc-per-user it doesn't seem to be possible:

# sysconfig -r proc max-proc-per-user=128
max-proc-per-user: attribute does not allow this operation

I'm using tru64 V5.0 in the case that matters...
