I was asking whether there was ANY way to increase 'max-proc-per-user'
during runtime in order to avoid a restart.

John agreed to my assumption that there is NO WAY.
Adam agreed either and added that a good way for finding out what's tuneable
on the fly is using dxkerneltuner which shows edit fields in the case it is.
Tom pointed out that it could possibly work by hacking the kernel with dbx,
however one would most likely get problems with some kernel structures which
are sized at boot-time and would render unusable after changing the proc
value.
In fact the only way is rebooting!
