How to prevent users from running a shell (command)

Dear Unix Admin,

My system :
Alpha 4100
DUnix 4.0D
We are using Oracle 7.2.3 with SQLForms applications and VT420 Dummy
terminals.

I am in a trouble. We are just deploying new Cisco routers and access
servers. But -in a way- (may be this is just with the turnoff the terminal
and then turn on ) Users come to the Unix prompt. Our Users's profile is
like the following ;
....
runform30 [some parameters]
exit

First off all, how users can come to unix prompt. If ,lets say, cisco access
server does not close the connection immediately (after the turning off the
terminal), but why the connection not broen by the unix machine (according
to above profile) I see the Oracle closes the connection, there is no Oracle
user in the oracle connection list, at the time of the Unix prompt (I see
it from the oracle instance manager)

secondly, how can i prevent users from running shell commands in
the -prompt-. But our sqlforms applications are using -host- command to
execute some shell commands (like lpr to print). I just want to prevent to
use commands in the UNIX SHELL not in a program.
