The answer appears to be that:
1) The GUI for Advfs tools does require a license that is not in the
Hobbyist edition
2) Even if I had this license, it would not help. The root
domain cannot span multiple volumes.
I don't remember answering any questions about the hard drive partitioning.
I am going to reinstall onto a 9g hdd.

I installed Tru64(5.0a) on a 2g hard drive, and now the
Root domain is full.
I put a second hard drive in and tried to add a partition,
but am getting an error about not having a license for
the ADVFS-UTILITIES pak.
Is there any other way to do this? I am running the
non-commercial (US $99) version of Tru64.
