Remote logins refused on Tru64 5.0A

Our office just received a DS20E AlphaStation with Tru64 Unix 5.0A on it. I
am trying to configure the box for our LAN. No one can telnet or FTP into
the box remotely. A connection refused message is displayed when trying to
connect. The machine is on our network. It can be pinged from remote
machines, also users sitting at the machine can "get-out" to the net with no
problem. I have Base Security running on this machine. All I do for
network config on this machine is to get an IP address and host name from
our LAN Admin. I add the IP for our default gateway and the IPs and host
names for DNS. In the past with other Tru64 versions that has been
sufficient. Is there some setting I am missing that is preventing remote
logins that is the default setting on 5.0A that was changed from previous
versions? I guess this is something unique to 5.0A cause I have set up
other boxes on previous Tru64 versions without a glitch.
