Perfromance testing for system Saturation = 75% load? (4.0F)

Looking for some sort of tool to find system saturation
for 4.0F -- to tell user when system is at 75%-99% load.

CPU idle % will not do -- 0% cpu idle only means no more
processes can run concurrently, but CPU may still timeslice
and system is not overloaded.

Tried PS,TOP,Collect,PMGR

Any other tools or out there for 4.F?
