Can the timeout value for an FTP connection be lowered?

We need to ftp files throughout the day to the Post Office.

When we do this with other agencies, I do a ping -c1 address to first
determine
if the ftp site is up, however the post office has disabled the response to
pings
on their ftp servers.

Right now, if the server (or if our servers, or our ISP) isn't up, the ftp
will wait and
wait and wait until it finally times out, which takes a while (about a
minute or two)

Is there anyway to lower the timeout value to about 3-5 seconds? I didn't
see anything
in the man pages on this. We are currently using 3.2c and the standard ftp
program
that comes with the OS.

Is there a ftp program out there that has a configurable timeout? This is
only for client
side use and not a factor for use as a ftp server (ftpd).
