Thanks to all who responded, but John Speno's answer
worked for me.

"did that person happen to be the last user to restart the cron
daemon? you can fix that by restarting cron as root. "

The last person was a superuser using with "su -" who did stop and
started the cron process. I logged in as root and restarted the cron
process.
