Running superuser commands via a Fasttrack server on Unix 5.0a

We are running True64 Unix (v5.0a) on a Compaq AlphaServer ES40 DEC6600
server with Netscape Fasttrack http server (3.01)

As I new to Unix, http servers and CGI programming. Could someone please
point me in the right direction: that will allow a operator to perform a
superuser Unix commands i.e (scu, shutdown/reboot/hwmgr..) via a cgi-script.
(Only non-superuser commands work)

I believe the following options are available:-

1. Run the Http server as root, at present it runs as nobody.

2. We can make use of the DOP command, but this only works if a user
was to logon on to the server.

3. Does any know how to get a user say using Microsoft I.E5 to force a logon
on the server with their username and password? this would be somewhat like
what the 'admin' server does, before you can change the server settings. Is
this possible for the standard tcp port:80 or is this a Unix security
setting?

4. ...Or am I missing some server api/unix command or function that allows
such a task to be performed from a non-superuser account.
