Why is current value of sys paramater different from boot time value after rebo

Hi Tru64UNIX Managers,

I need some helps.

We have "maximum user is exceeded" in our Tru64UNIX version 4.0F.
By using GUI-based Kernel Tunner I can see that "maxusers" under proc
subsystem has below values:
    Currect Value = 64
    Boot time Value = 1024

I've checked the value for the similar parameter in file /etc/sysconfigtab,
which is showing value 1024 of maxusers.

By right, once I reboot the machine, value of maxusers parameter should
automatically change to 1024. But why the value of parameter is still
showing 64? Why not adjust to 1024?

Is there something I miss?
