SUMMARY: Can't telnet to server as root

WOW! So many responses, I can not give credit to everyone, just a big
THANKS!
Everyone had the same advice:

Take a look at securettys(4), and add 'ptys' to the file at /etc/securettys.
However, root telnet is usually a bad idea. if you have to use telnet
(rather
than ssh, etc.) telnet'ing as a regular user then "su -"ing to root
is preferable.

Again, thanks for the quick and accruate responses. Question follows:
